Parliament ends reading and discussion of four laws and raises its session to tomorrow

The House of Representatives, in its second session of the fourth parliamentary session of the third legislative year of the first legislative term, which was held under the chairmanship of Muhammad al-Halbousi, Speaker of the House, ended today, Monday, the first reading of a bill and discussed three other law proposals.

At the beginning of the session, and according to a statement by the House of Representatives media department that Al-Akhbariya received, the General Secretariat of the Council of Representatives reviewed the progress of legislative procedures for draft laws and proposals referred to all parliamentary committees in terms of the number of laws voted on, which have been read and discussed, and which have not been read yet.

For his part, “the Speaker of the Council stressed the increase in efforts to implement the laws referred to the parliamentary committees, directing to know the position of each committee on the laws referred to it in the upcoming sessions to proceed with the legislative procedures.”

The council completed “the first reading of the draft law on retirement rights for deceased persons of the medical and health professions as a result of the response to the Corona virus, submitted by the Health, Environment and Finance Committees, which came in honor of the deceased from the medical and health professions as a result of their response to the Corona virus pandemic and our appreciation for their sacrifices and appreciation of their role in preserving the citizen’s health and to ensure A decent life for their successors and for the purpose of delivering pension rights to their families. ”

The council completed “reading the report and discussing the proposed law on equivalence of academic degrees and degrees submitted by the Higher Education and Scientific and Legal Research Committees.”

The interventions of the representatives in the session, part of which was chaired by the second deputy speaker, Bashir Al-Haddad, focused on “the necessity of specifying a specific time period for the equivalence of the certificate by the Ministry of Education, since the instructions in force for the equivalence of degrees have not kept pace with the development in the field of education in the world, demanding the necessity of recognition of universities.” The mother and her branches spread in various countries of the world, in addition to addressing the issue of the length of stay for students outside Iraq. ”

For his part, “the representative of the government in the House of Representatives stated that the executive authority does not support the illuminating of the legislation of the law, pointing out that the government will work to amend the instructions related to the equivalence of degrees and academic degrees.”

In the same regard, “the council completed the reading of the report and discussion of the sports clubs law proposed by the Youth and Sports Committee.”

Representatives ’opinions regarding the law affirmed the demand for changing the club’s definition and making the membership selection process not binding on the presence of women, in addition to including the club’s internal system commitment to the principles of the constitution and the ownership of lands on which sports facilities are built for the benefit of the club, and an emphasis on taking into account the provision of space for people with special needs in sports activities “.

The council concluded, “reading a report and discussing a proposal to amend the law of Samarra, the capital of Iraq for Islamic culture, submitted by the Culture, Tourism and Antiquities Committee.”

A number of representatives expressed their “call to pay attention to the level of service departments in the city of Samarra in accordance with the law and to allocate the necessary funds for the restoration of holy religious shrines, and for the preparatory committee to be of high levels from Salah al-Din Governorate and from the General Secretariat of the religious shrines in Samarra.”

The representative of the government in the Council called for “slowing down the legislation to amend the law, as it carries a financial burden that must be discussed with the government.”

In the paragraph devoted to public discussions, “the interventions demanded a review of the unified pension law and a new amendment to the law that would do justice to the citizens referred to retirement, and a call to the Ministry of Commerce for its commitment to distribute the ration card items, and a request to reconsider government media offices and limit the appointment to them from graduates of media colleges and add Media education course in the intermediate and preparatory stages, and the call to postpone the rail link with the Kuwaiti side until the implementation of the large Faw port project, settle the issue of financial dues for Ministry of Electricity contract employees who did not receive their rights, and demand government action to take measures in the file of foreign workers in Iraq.

For his part, Bashir Al-Haddad instructed the “Economy and Investment Committee to host the Minister of Trade as soon as possible to discuss the issue of the ration card, in addition to the call to provide job opportunities for young people and to educate them to work without relying on foreign workers and to expedite the payment of salaries of federal government employees working in the Kurdistan region.”

After that, it was decided to adjourn the session to tomorrow, Tuesday 8/9/2020.
